Richard C. Frank died peacefully at Mercy San Juan Hospital on September 10th,2015 in Fair Oaks, California at the age of 65. He is preceded in death by his mother, Irene R. Frank, and his father Samuel Frank, Jr., and brother Samuel M.Frank III, of San Francisco, CA. Richard is survived by his daughter, Elizabeth Macan, ”Lisa”, Frank.


Richard was born on April 16th, 1950 in New York City to Irene and Samuel Frank, Jr. Richard graduated from the Lawrenceville Prep School, Lawrenceville, New Jersey in 1968. He lettered in football at Lawrenceville Prep School. He attended Princeton University, Princeton, New Jersey from 1968 thru 1972. He was a “DJ” at the Princeton University radio station WPRB, during his tenure at the University.


Richard was an accomplished Enrolled Agent, and very well respected in his profession by his fellow practitioners. He was the Enrolled Agent’s Enrolled Agent. He taught classes to his fellow Enrolled Agents on behalf of the California Society of Enrolled Agents. Whenever an Enrolled Agent had a difficult question he knew that he could ask Richard, and receive a very creditable answer. His knowledge of IRS practice and procedures was far beyond the normal.


Richard had many friends; many of them were his clients. One of his friends said to me, “If you are lucky you may have one great, special friend in your lifetime. I was lucky enough to have Richard for 25 years of my life. Richard was one hell-of a nice guy”.  He was very generous and provided much more service to his clients than was customary in his profession.  He was very concerned about their business and spent many hours teaching them how to become better record-keepers, sometimes doing the records himself.


Per Richard “No flowers please”, in lieu of flowers a contribution to Richard’s favorite charity, The Salvation Army, would be appreciated.
